While Krishnamurthy Rao and R Rajesh have favoured completion of a project with justification, Kavitha, Togy and Alex have given reasons why project completion should NOT be a criteria.   22. Q53. In some processes, improvement is desired but existing performance needs to be assessed for the first time. The performance in a process improves when people know that they are being observed as per Hawthorne Effect. While the intent in baselining is to judge natural process performance, we end up assessing an improved performance. There is also the opposite effect of performance assessment sometimes.
