Feel free to convert DPMO to DPBO (Defects Per Billion Opportunities) if you feel like. DPMO is only a unit of measurement and hence can be changed if required.

 

Having said that, I guess a more practical question could be why did someone come up with per million and not billion. In my opinion, it is based on the highest magnitude imaginable at the time of inception. Six Sigma got started in 1980s at Motorola and maybe they could imagine million opportunities better than billion opportunities :)
