What does (average + 3 sigma) = 335 minutes mean?

Mean + 3 Sigma(Standard deviation) usually stands for Upper Control limit of the process.

In your example if the mean (average) time is 290 minutes & sigma (Stand Dev) is 15 minutes,  then UCL is 335 [290 + (3*15)] minutes.
