In a very simpler way ,

In scope means - what are the areas/aspects your project will work/covering or areas/aspects your project has primarily focused.

Out scope means - what are the areas/aspects your project is not covering or areas/aspects your project has not primarily focused.

Its important to decide the In scope and Out scope at the begining of project as it makes you very clear about your project that what it can do ( In scope) and what it can't do (out scope). Hope this will help you.
